How to Submit Testimony
Learn how to participate more directly in the legislative process.

Step 1: Create an account.
Register with the Hawaii State Legislature to create your personal account on the Hawaii State Legislature website that will allow you to submit testimony and track your previous submissions.
You may also want to learn about how a bill becomes a law in Hawai‘i to get a general picture of where and how your action fits into the overall process.

Step 2: Learn about the submission process.
Many advocacy groups can help you understand the process for submitting testimony, how to write/present effective testimony, and may also send you notifications on bills of interest. Look through some of the organizations listed to see who may be active in your interest area. You may also want to check our calendar for events regarding the legislative process, upcoming bills, or events where you can learn more about active groups in your area. Check back often as we will continue to update these pages throughout the legislative session.

Step 3: Submit testimony.
When it comes time to submit your testimony, you may only have a few days (or a few hours depending on when you find out) to do so. This is why we recommend having the previous two steps completed.
The Hawaii State Legislature’s 2021 instructions walk through the specifics of how to submit testimony on their website. Note that during COVID, you can testify remotely over Zoom instead of in-person. The process for submitting written testimony is unchanged.
